If the sco is for credit and is marked passed or failed it is the job of the LMS to convert that passed or failed to a completed status. Most LMS systems will see a passed or failed as "completed" however some will convert passed to completed and failed to incomplete for a for credit course. You will need to test on your deployment LMS to be sure. It is important for you also to note the following: "If cmi.core.credit is set to "credit" and there is a mastery score in the manifest (adlcp:masteryscore), then LMS can change the status to either passed or failed depending on the student's score compared to the mastery score."
