I recommend getting a book of ACT math problems and a blank notebook. For each problem copy the problem, and write each step into this notebook. If you don’t understand the step, go back to whatever source you need and find out why. It’s a slow and tedious process, but you will learn your stuff.
One more tip, draw boxes around Key Equations. This way when you review your notes, you can quickly identify which equations you use.
As, to making a guess. I don’t recommend ever guessing a math problem. There’s always a way to find the answer on ACT tests. And if all else fails, plug and chug, but this is time consuming.
